Emergency Medicine Programme
BackgroundThe national Emergency Medicine Programme was instituted by Dr Barry White, Director of Clinical Strategy & Programmes, HSE in July 2010 following intensive lobbying by IAEM. Dr White's directorate had previously created a number of Clinical Programmes around Acute Access in the Health Service (Critical Care, Acute Medicine, Care of the Elderly and Acute Surgery) and the Association pointed out that not having a similar programme dealing with Emergency Medicine would be a major failing as the majority of patients admitted acutely to hospital did so through the country's Emergency Departments. This contention was accepted and the EMP was born....... Launch of the EMP ReportThe EMP's National Report was launched by the Minister for Health, Dr James Reilly TD, on 19th June 2012 at the Royal College of Surgeons in Ireland, St Stephen's Green. The launch was addressed by Dr Una Geary, National Clinical Lead and chair of the EMP Working Group; Ms. Mary Forde, EMP Nursing co-lead, Dr Gareth Quin, Chair of ICEMT as one of the partners in the EMP process; Dr. Barry White, HSE Director of Clinical Strategies and Programmes and the Minister for Health, Dr. James Reilly TD. Apart from representing a very significant body of work to inform those who may have a limited understanding of Emergency Medicine and the workings of Emergency Departments, the document sets out a national vision for how access, quality and cost can be improved in Irish Emergency Departments. It details the development of a National Emergency Care System (NECS), Emergency Care Networks (ECNs) and how Emergency Departments and other Emergency Care Units will fit into these. It gives a clear categorisation of types of Emergency Departments and what these need as supporting services, as well as staffing. All elements of the NECS will provide care following clinical guidelines drawn up nationally by the Academic Committee of IAEM on behalf of the EMP using robust methodology. Clinical Guidelines from other care programmes or from outside Ireland will be subjected to this clearinghouse function before being introduced to the NECS.
